Mission Statement
GIZ supports Indonesia in the development of green skills and the promotion of green employment opportunities for a just energy transition. Equipping the workforce with green skills is vital for driving innovation, increasing productivity, and ensuring the effective deployment of clean energy technologies. Green employment generates opportunities for the workforce, with the promotion of jobs that protect natural resources and reduce pollution.
Why?
Green skills and employment are integral to Indonesia’s energy transition. They facilitate technology adoption, promote energy efficiency (EE), drive innovation, support economic growth, and contribute to environmental protection. As such, cultivating green skills aligns with Indonesia’s energy and climate goals. The promotion of green employment is highly relevant for the deployment and maintenance of renewable energy (RE) technologies as it requires a skilled workforce with expertise in installation, operation, and repair. Green skills further encompass knowledge in EE, supporting Indonesia to reduce energy consumption and lower GHG emissions. By promoting green employment opportunities in sectors like RE, EE construction and manufacturing, Indonesia can stimulate economic growth and reduce unemployment, particularly in regions where traditional energy industries are declining. These efforts not only mitigate the environmental impacts of fossil fuel but also position Indonesia as a responsible player in the fight against climate change.
What?
With whom?
GIZ collaborates on a strategic level with the Ministry of National Development Planning (Bappenas) especially the Directorate of Labour which has the mandate to coordinate several ministries related to employment and human resources issues.
For the implementation of activities related to the development of green skills and promotion of green employment, GIZ works with the Ministry of Education, Culture Research and Technology (MoECRT), the Ministry of Manpower (MoM), the Ministry of Energy and Mineral Resources (MEMR) and their inhouse training institutes, such as PLNs HR department PLN Pusdiklat, private sector (Industry associations, employers association, professional association KADIN), educational and training institutions. In addition, GIZ also joins forces with relevant CSOs.
How?
- Implementation of industry demand-based training in various fields of RE technology (hydro, solar, wind and geothermal) and energy efficiency (EE) (management systems)
- Development of competency-based training modules for RE and EE related training programs (incl curricula and syllabus)
- Certification of teachers and instructors of education and training institutions that offer RE related skills development/ training; Train the Trainer formats for inhouse learning.
- Implementation of matching activities between the skills supply and skills demand in RE and EE fields.
- Development & regular updating of a RE & EE Occupation Map
- Development of National Competency Standards that define the skills, knowledge and competence required for various occupations in the RE industry.
- Operationalization of a Renewable Energy Skills Council
When?
GIZ supports the targets outlined by the GoI towards NZE 2060, and the JETP. This entails the following success indicators:
- Number of training providers offering labour market-oriented training programs in RE and/or EE
- Number of employees of state-owned or private companies have completed training on RE and EE related skills
