Empowering Local Governments for a Sustainable Energy Transition

The Knowledge Management Forum (KMF) 2025, held in Surabaya on 28-29 October, gathered city leaders, national policymakers, and practitioners under the theme “Toward Sustainable Cities through Energy Transition in Buildings.”

Through this event, SETI Consortium (GIZ Indonesia & ASEAN, Institute for Essential Services Reform (IESR), World Resources Institute (WRI) Indonesia, Yayasan Indonesia Cerah and Asosiasi Pemerintah Kota Seluruh Indonesia|Association of Indonesia Municipalities, continue their joint mission to strengthen local governments in advancing Indonesia’s energy transition in the building sector. SETI’s support focuses on capacity building series, long-term planning assistance for cities, and pilot project facilitation, helping cities move from commitment to tangible action.

The forum also became an important platform for dialogue between APEKSI members and the national government, identifying policy gaps, financial challenges, and innovation opportunities for greener urban development. In the dialogue session, the working group representative presented several urgent actions needed to accelerate green building implementation in the cities, such as the urgency to enhance local stakeholders’ capacity, financial incentives development, and massive public awareness, which were received well by the ministries.

Together, SETI Consortium and APEKSI are enabling cities to lead Indonesia’s shift toward low-carbon, energy-efficient, and resilient urban environments. 💡🏙️
