Coal2Green aims to accelerate Indonesia’s energy transition by repurposing coal-fired power plants (CFPPs) into sustainable alternatives such as wind, solar, and energy storage, using a holistic, multi-stakeholder approach. By demonstrating the technical and financial feasibility of CFPP repurposing and supporting inclusive stakeholder engagement, Coal2Green seeks to create scalable models for sustainable energy transformation

Background

Indonesia relies heavily on coal, with around 60% of its electricity generated from coal-fired power plants, making it one of the world’s largest coal producers and greenhouse gas emitters. As the country faces rising energy demand and seeks to meet ambitious climate targets, repurposing existing coal assets is crucial to reduce emissions, accelerate the transition to renewable energy, and address the economic and social impacts of phasing out coal. The Coal2Green project leverages this opportunity by developing practical pathways for asset repurposing, supporting both environmental goals and a just transition for affected communities.

Project Approach

Coal2Green uses a holistic, multi-stakeholder approach that integrates technology assessment, financial strategy, just transition planning, and knowledge & capacity building to repurpose coal-fired power plants in Indonesia. By developing and demonstrating practical solutions through Focus Projects, the project aims to create scalable models for coal phase-out and renewable energy adoption, ensuring inclusive engagement and long-term impact.

Desired Impacts

The desired impact of Coal2Green is that GHG emissions in Indonesia are reduced through repurpsing of coal-fired power plants (CFPPs) while economic welfare and social justice in the energy transition are enhanced.

Project Activity Areas (Outputs)

Output I: Technology & Solution

Technology pathways for CFPPs repurposing with a focus on alternative technologies are identified, assessed, and prepared for implementation in collaboration with key stakeholders.

Output II: Financing & Investment

nvestment strategy and financing mechanisms for repurposing of CFPPs are co-developed and agreed with key actors and prepared for operationalisation.

Output III: Just Transition & Local Stakeholder Engagement

A just transition framework for repurposing of CFPPs is co-developed and agreed upon with key actors through inclusive stakeholder engagement and prepared for operationalisation.

Output IV: Knowledge Transfer, Capacity Building & Outreach

Knowledge and capacity building services and products for a just CFPP repurposing are provided to and used by key stakeholders via a cross-sectoral and multi-level approach.
