Renewable Energy Mini-Grids in South-South Triangular Cooperation in Indonesia

Background

Indonesia is a Global Partner of BMZ, which is of central importance for the joint solution of global issues of the future in terms of sustainable, climate-neutral, resilient, and inclusive development. Bilateral cooperation with Indonesia focuses on energy, sustainable economic development / vocational training, and environmental protection. In addition, good governance and private sector participation are crosscutting issues of cooperation (Country Strategy 2017). ENTRI is to be anchored in the development cooperation programme focus on energy in Indonesia and contribute to the programme goal in Indonesia and beyond to the achievement of national SDG 7 and SDG 13 in selected partner countries by promoting triangular cooperation on decentralised renewable energy systems. Indonesia has built its capacity in decentralised renewable energy since early 90’s. German contribution in the process of technology transfer particularly for micro hydro technology has deep impact in the progress of rural electrification programme in Indonesia, increasing the electrification ratio from around 50% in the 90’s to more than 65% in the 2010’s. Along with that, lots of expertise in different aspects of decentralised renewable energy have emerged in different parts of Indonesia, be it within private sector, academics, government systems, and even within certain communities. Building upon Indonesia’s successful hosting of the G20 in 2022 and its longstanding leadership role dating back to the 1955 Asia-Africa Bandung Conference, Indonesia is poised to assume wider global responsibilities. With expertise on decentralised renewable energy, Indonesia can contribute to global goals to combat climate change and successfully achieve the SDG targets. Drawing from its own experience, Indonesia can help develop and share the best practices in decentralised renewable energy and shorten the learning process for actors in different parts of the world, combatting climate change and achieving SDG targets while strengthening the country’s outgoing cooperation.

Project Approach

ENTRI implements triangular cooperation, which Indonesia acts as the pivotal partner, Germany acts as the facilitating partner, and countries from the global south as the beneficiary partner.

The implementation of SSTCs within ENTRI are coordinated with the National Coordination Team of Indonesia South-South Cooperation which consists of the Indonesian Ministry of Foreign Affairs, the Indonesian Ministry of State Secretariat, the Indonesian Ministry of Finance, and the Indonesian Ministry of National Development Planning/BAPPENAS. SSTCs will enable multi-directional learnings, positioning all participating countries, including Indonesia as a source of knowledge and/or recipient of knowledge.

Desired impact

Capacity of Indonesia Ministry of Energy and Mineral Resources in the implementation of triangular cooperation in the field of decentralised renewable energy is strengthened.

South-South Triangular Cooperation exchanges between experts and executives from public or private sectors on decentralised renewable energy systems are implemented with selected countries.

Technical and methodological learnings resulted from the process of developing and implementing south-south triangular cooperation are anchored within the Ministry of Energy and Mineral Resources and Indonesia system on International Development Cooperation including at the National Coordination Team of Indonesia South-South Cooperation.
